Hygienic Standard for Cosmetics Issued by Ministry of Health of P.R.C

Ministry of Health of P.R.C has publicized Hygienic Standard for Cosmetics (2007 Edition) (below shorted as the Standard) on January 4th, 2007. Significant alterations have been made in the Standard to regulations related to manufacturing and distributing activities of cosmetics.


On February 13th, 2007, the Ministry of Health of P.R.C. issued a notice on implementing the Standard. In this notice. Ministry of Health of P.R.C. requires all the manufacturers and distributors of cosmetics (including domestic cosmetics manufacturers and responsible parties in China of imported cosmetics) to check and regulate their manufacturing, importing and distributing activities according to the Standard.


The notice requires


1. The cosmetics, which do not conform to the Standard, must not be manufactured or imported since July 1st, 2007. Products that have been manufactured or imported before July lst, 2007 can be sold till the expiry date of the products.


2.The cosmetics which have obtained the Registration Credence or the Document for Hygiene Permit before July 1st, 2007 should apply to the National Center for Health Inspection and Supervision for alteration of Hygienic Permit if there is any ingredient in the formula classified as material forbidden or limited to use according to the Standard. The approval code of Cosmetics not conformed to the Standard shall be cancelled.


3. The label content of cosmetics manufactured or imported since July 1st, 2009, must conform to the Standard.


4. The sun-block products, which have obtained the Document for Hygiene Permit issued by the Ministry of Health of P.R.C. before July 1st, 2007. and are manufactured or imported before the Document for Hygiene Permit expires, can be sold before the expiry date of the products, if their sun-block efficacy label content is the same as that when approved.
